Police Chief Davis Chooses Familiar Faces for Top Cabinet Members

Anne Arundel County Police Chief Kevin Davis announced the appointment of two new cabinet members, who both worked in the Prince George's County Police Department along with Davis.

Now five months into his term as chief, Davis appointed Bill Lowry as assistant chief of police and Amal Awad as the civilian chief of staff. Lowry's appointment is effective Thursday, and Awad will begin Dec. 19, according to a release.

Lowry's career has taken him from the Miami Dolphins as director of security of operations in 2006 to NASA, where he was the assistant administrator for protective services in 2013. Lowry also has 27 years of experience with the Prince George's Police Department.

“Assistant Chief Lowry has an extensive public safety background, an impeccable record of service, and possesses the leadership traits to help move our great organization forward,” said Davis in a press release.

Amal has more than 20 years of experience in the Prince George's County Police Department, where she served the chief's executive and as the Bowie District Station's Commander. Amal retired from the police force in 2013, and is coming to Anne Arundel County's Police Department as a civilian.

“Amal’s strong people and administrative talents will enhance the capacity of the Anne Arundel County Police Department to stand as a public safety leader in a growing and dynamic jurisdiction,” said Davis in a press release.

Davis was selected as chief of the Anne Arundel County Police Department in July by County Executive Laura Neuman after the department had seen two chiefs depart in less than a year. He had 21 years with the Prince George's County Police Department, where he served three years as assistant chief.

The two appointments this week come after legislation in October from the Anne Arundel County Council empowered Davis to name his own senior staff. The measure came at the behest of Neuman after a task force study of the police department, according to The Capital.
