Ladd Hands Gavel Over to Fink as New County Council Chairman

Broadneck's councilman chides the new chairman on his age.

Former Council Chairman Dick Ladd (R-5th District) of Broadneck passed the torch Monday night to the new chairman, Derek Fink (R-3rd District) of Pasadena.

Each year, the who governs the meetings. For those extra duties, the chairman also receives a $40,500 salary (about $4,500 more than the average councilman).

Ladd stood and greeted Fink, while the chairman title card was moved between name plates during the meeting.

“I note that my successor is half my age and you should expect a dynamic demonstration of power, intellect and success. I won’t degrade what I have done, but age does count for something,” Ladd said while handing the gavel over to Fink.

In return, Fink congratulated Ladd on his year of service on the council that included nearly a dozen heated public hearings over comprehensive rezoning, some of which lasted until midnight. He also gave him a plaque in recognition of his time as chairman.

“You stepped up when there were a lot of new councilmen, including yourself. You led us,” Fink said.

Both councilmen are in their first terms, set to expire in 2014. Ladd is a retired Army lieutenant colonel, and Fink is a small business owner.

Fink was the former vice chairman of the council. Councilman Jerry Walker (R-7th District) of Gambrills was named as Fink's successor to be vice chairman.
