Anne Arundel County Executive John R. Leopold could be permanently removed from office by a county council vote Wednesday.
The Anne Arundel County Council will meet in an emergency session Wednesday afternoon to introduce legislation that would declare a vacancy in the county executive's office. The emergency session notice came Tuesday, shortly after the verdict was read in the trial for County Executive John R. Leopold. Based on recent charter amendments, the county council can declare a vacancy if an executive is found guilty and convicted of a felony or a crime involving moral turpitude, misfeasance or malfeasance in office. Chief Administrative Officer John Hammond is now serving as acting Anne Arundel county executive as a result of the suspension of Leopold from his duties. Some charter amendments sailed through the polls with a 90 percent approval vote, with the lowest being 61 percent.
Anne Arundel County voters are set to ratify 15 county charter amendments by a landslide, according to early results. All of the county's charter amendments were set to pass as of 10 p.m. Tuesday night—some with as much as 91 percent approval, and as low as 61 percent approval. But the results so far have left no room for middle ground on the issues. Among the charter changes are removing authority from the county executive's veto rights, giving the council the authority to remove a councilman or executive convicted of a felony, and setting the month of August as a legislative recess for the seven-member council. When Anne Arundel County voters arrive at the polls, they'll not only be voting on the DREAM Act and same-sex marriage, but also deciding the fate of 15 Anne Arundel County charter amendments—ranging from how convicted county councilmen should be treated to enacting an August recess for the Council. In an attempt to make these 15 items more digestible once you arrive at the polls, I will disassemble the legalese into a more understandable language, and explain context when necessary. Weaknesses in Anne Arundel County’s charter led to the current stalemate in selecting a successor to the District 1 council seat, a local political expert said. The charter could be amended to fix those weaknesses, bringing it closer to the rules in nearby municipalities—including Baltimore County and Annapolis—but the earliest a change could take effect is Dec. 6, 30 days after the next general election. Since former District 1 Councilman Daryl Jones went to federal prison Jan. 23, the council has bickered about who will fill his seat. If all of the county and state employees are represented buy a union, why were all of these employees afraid of losing their jobs, if they just said NO. I find this bizarre, if you want to blame him and his staff, then you also have to blame the union that was supposed to be protecting them from this type of abuse, isn't that what they were all paying dues for? more ›
